This is an interesting account, can't put much trust in it but fun to think about.
SoS don't speak. The "differently-abled" suggestion was pushed by GW but they don't speak by choice. SoB are too religious and Amazon thinks it'll be a turn-off. The female inquisitor in power armor was the last hope, but Amazon wants to be able to take the character out of the armor and still have them be powerful. It's all been a massive headache.

Power armor as a crutch is an obvious story choice, if they were intent on telling a story. Instant stakes and payoffs, just by deciding whether the character starts a situation in armor or not.
They're fine with religion so long as it's blatantly satanic, but not with anything even remotely similar to Christianity (like humanity in 40k). Seriously, check out any atheist forum and they constantly shit on Christianity, but many openly embrace satanism. You'll find contextual clues, either blatant or subtle, for what the people in power support by reading the narratives they push in the sectors they control.
