Its one of those situations where in a high trust society even one example would be a problem that needs to be dealt with.

But in a low trust one like ours a handful of times a day is basically nothing and to be expected as "part and parcel" of living in one of these cities. In fact, growing up around blacks, you expect this to happen pretty much anytime a white is in one of their hoods regardless of the size of the city.
