Lack of accountability is the main reason. Everything is always something or someone else's fault to a women. Their own actions can NEVER be the cause, ever. I work in a field that is mostly male (for obvious reasons) and every female coworker has fit this mentality to a tee.
Not that women should be in positions of power regardless, but I think this is in some part a Western cultural artifact born of feminism and the consequent deterioration of cultural mechanisms to keep women accountable. You can even see it in stories as you go back through the decades: the older the story, the harder it seems to come down on women making bad choices.
