Yep. Gotta shake the tree for some more money. Ukraine is run by Western banks, politicians and corporations now. Their local government just divides the bribe money. They are never paying off that 'rebuilding' debt. It's Blackrock's country now. Russia is just helping them flatten all the land for extra agriculture and automated prison space (inadverantly I woud think).
