The picture is a frame from a video of the guy with laser eyes (Gary Plauche) shooting and killing the other guy who was being walked through the airport by the police. The other guy had kidnapped and molested Gary's son. Gary got a slap on the wrist for the "crime", and is celebrated as a hero by the right wing.
