Well they didn't technically win. They are third, however they did grow a hell of a lot and given their current position they should be the deal breaker on pretty much most cases.
1st and second are pretty much opposing parties and both publicly stated they would not form a group with "Chega" so they are now the tie breaker.
In a parliamentary system, more than doubling in size while of the two major parties, one stagnates while the other one tanks is a big W.
Also, I wouldn't put much stock in 1 and 2 being "opposing parties". They differ as much from each other as do establishment Dem and establishment GOP. If they won't co-operate, it will be because they fear their gravy train running out by going full mask off.
