They are still trying to make that transition out of the phrase where you are still learning to read, that's where all their attention is, sounding out the words and trying to just read the thing, rather than take anything from it. Imagine how behind they are in every other subject, because they can't really learn from anything written down yet.
Some disorders cap your reading at about that level, many people plateau at that point, its a notorious reading age, because its where so many cap out.
