No one is occupying them by the way. They're hostile foreigners to everyone except Jordan, to whom they're exiles for the whole thing how they keep trying to overthrow the government. They aren't allowed to go into the territory of countries that don't want them there. They're blockaded by every other nation in the area and with good reason.
They aren't recognized as a state for the same reason the Moro Front or the Mafia isn't. Because they're not one.

Particularly given that, as I said, arabs are not indigenous to the region. They are in effect literal colonizers, something hilarious given that they try to point that word at others.
And as for foreign aid I'd end it entirely worldwide without any exceptions. Now, that'd immediately kick off a world war given that the africans are utterly incapable of feeding themselves but eh, we're on the other side of the ocean.
