You will inevitably end up in low-trust society, with all the suffering that comes with, if you don't have the will to label and remove untrustworthy members.
Her being ostracized from society is a perfectly acceptable price considering the alternative.
Fun fact: Quite a few farmers have died to sheep, usually stampedes started by a single individual. Even sheep can control their fate if they're ambitious and proactive.
