It's a fair question but that's exactly it, what if the SWAT is up against somebody hiding up in the mountains or they've got to cross a cliff? As other people have suggested going across an apartment block. They'd probably go up on the roof and then do the old grappling hook like in the movies to get across without alerting anybody.
Vertical rapelling though seems to be more practical overall though personally I would not fancy the idea of relying on that depending on the type of surface the rope is attached to and things like that so a zipline may well be safer. I'm definitely not an expert or anything just shitposting I do find the climbing techniques genuine spec ops use fairly interesting so I've looked at it in the past.
