Yankees: "Jefferson Davis, if you run for office we'll convict you of insurrection"
Davis: "okay well I just won't run then"
Historians: "Davis didn't run so therefore 14th doesn't require a conviction"

If you voluntarily choose not to run then you can't be elected. What great minds they are.
