If the elites weren't advancing clearly wrong explanations for so called 'black underrepresentation', namely that it is the limitless racism of white people, I don't think people would be making arguments that, in their mind, imply black inferiority.
In a more sane world, the left would be using the arguments of James Flynn, who argues that it is the black subculture that is the cause of black underachievement. And I think very few would bother to argue against that, because they're not directly being blamed for the shortcomings of others. Hell, even if it is false, it would encourage blacks to do better, whereas "white racism" just encourages an extreme entitlement mentality and blaming everything on others.
