Feds only have the right to establish the "Rule of Naturalization" (citizenship), not the Rule of Migration, and to defend the country from invasion.
The only thing the actual Constitution says about migration specifically is that congress can't prohibit states from accepting Persons they "shall think proper to admit" until 1808 (slaves). It doesn't say anything about forcing states to accept anyone and implies states have the power to select who they want to accept (other than citizens who the amendments say they have to accept).
