There is no such thing as long term control of the border. The second you get an administration in like this one that encourages border crossings and maybe even actively facilitates them, any previous control of the border is lost. All you can ask for is a hard stance that causes significantly less crossings when he is in power, which is what happened, and a policy to deport those who are caught.
