"Laurentian" is a label here in Canada for the old money elites originating from the Montreal-Toronto beltway (like Trudeau).
I'm not really sure what an American analogy would be. Maybe "Ivy League". Or the swamp in Washington. Although the concept of "Laurentian" in Canada would extend to geographic centers of influence beyond just the capital in Ottawa. Perhaps a similar concept as though Old World money and cronyism from New York, Washington and Chicago ran the country in an aloof and impenetrable manner.

In Midlands American english "Laurentian" just means referring to the Laurentide Ice Sheet that made the Great Lakes and Niagara Falls.
