Saying he's going to shut down the FBI hurts the informants and moles that seem to have appeared among the ranks. He might need their help considering how heavy the attacks are on him.
I agree that they should be destroyed, but the "shiny new building" idea is his emphasis on building an affirmative visions. He doesn't talk about depopulating cities, he talks about building new ones. He doesn't talk defunding colleges, he talks about "The American Academy".
I'm fine with the idea of fundamentally re-organizing the FBI by mostly bulldozing the majority of the institution, and putting a reformed institution into a new structure.
