That's my understanding as well. When Hitler took power he never officially abolished the post World War 1 constitution and considered the Third Reich a legal continuation of Weimar. Then World War 2 happened and the Allies imposed the West and East German governments that were reunified under the West in 1990. They see everything the Allies imposed as illegitimate and therefore consider the Weimar/Third Reich regime to be the last legitimate government in Germany.
They're a boogie man though and not really relevant at all.
Pretty much this. They're no more powerful than the far right boogeyman in the US. They may even be less powerful since Germany has laws on the books to crack down on them and no First Amendment protections.
