Imagine your neighbor buys a shit ton of fire ants and then empties all the ants in your house. Who is the problem? The fire ants or the neighbor? Obviously, the fire ants are the immediate threat but ultimately you're going to be mostly mad at your neighbor because even if you solve the fire ant problem, having that neighbor is going to be a larger problem over the long-term.
