The descriptions of the symptoms were enough to convince me it sounded like a bio-weapon. Low lethality from the virus itself, but it causes enough paralysis to require hospitalization, thus overwhelming the medical system (which is the thing that actually causes most of the deaths)?... Snipers and IED makers use tactics like this all the time.
If you're a sniper, you shoot the first guy once he's 3/4ths of the way across the bridge, and drive everyone else back. Then you shoot everyone trying to preform a rescue.
IED planters would detonate a primary bomb to stop the convoy, the immediate response from the convoy would be to push out, which is stopped by channelizing fire. That way, the convoy defenders take cover from the machine gun... directly in front of the larger secondary IED.
This kind of 'dirty trick' is used all the time in war, and whether or not it was a bio-weapon, or merely the research for one, it wasn't wrong to treat it as a biological weapon attack on the US.
