what really needs to happen is the ability to cheat needs to be eliminated. add voter id, investigate and punish potential voter fraud to the fullest extent of the law, securely monitor balloting areas, and make the counting live streamed and public.

Also, make sure that counting cannot stop until all ballots have been collected and there is a complete freeze on any further ballot collection. this is so that the "we just found a whole bunch of mystery ballots at the last minute!" excuse cannot be pulled off, because they cannot count the votes that have been tallied and procure the correct amount of stuffed ballots.
