I suppose it could be part of a multi-step thing. California and Texas populists finally resort to whatever they can to kick out the economy sapping illegal aliens, Feds try to intervene, Western states get pissed and give the Fed the middle finger, war ensues.

Unfortunately, I have no faith in modern Hollywood writers to have even an ounce of nuance.
