The best way to turn the FF movie into an action blockbuster is to make it all about Mole Man. You've got giant monsters tearing down the city and you have the gollum-like, albino moloids swarming from underneath. You can do ANYTHING with them and it would make for an awesome super-disposable, summer popcorn flick. Hell, you can even put the blame for all of it on some evil, huwite Roxxon corporate exec.

But, of course, they can't do that, since it would be seen as a commentary on the negative sides of immigration.
