I think the key showcase of Mineta is during the co-op work term thing: It shows him in a janitor outfit vaccuuming and cleaning up for Mount Lady, bemoaning that "this isn't the kind of roleplay I signed up for". He is standing next to a beautiful woman in spandex laying down stretched out, and he's just... doing basic chores, and nothing more.
He talks about the idea of mixed-group activites to other boys, who then enact those activities (group swim class, room showcase, etc), but notably, he never enacts those ideas by himself.
Mineta is an annoying character, but he literally does nothing, and therefore, does nothing wrong. A Mineta who was more attractive and less whiny... Would be an invisible background character NPC of a tier that would make The Eminence In Shadow green with envy. He... would occasionally chat with the sparky kid, make one weird hand gesture, be socially awkward about inviting people to check out his room, and note that you don't become cool just by being a hero.
