This kind of throws the 'they wanted this attack to happen' out the window for me same as 9/11. Both attacks I put as gross negligence and underestimation of an opponent as the cause as with false flags, you don't want to appear weak against an opponent levels below you technologically.
Both are taking advantage of the event itself afterwards, but it's like losing a superweapon because you forgot to close a few hatches, it makes you look incompetent to hold real power.
Does America lost its superpower status after 9/11 or does it became a rabid dog that destroyed everything in it path?
This is the equivalent of letting someone punched you so you can shot them with your gun.
