The ascription of intent there is a clear projection. They're shouting their own internal thoughts out loud, as no one can know the inner intent of others, and ESPECIALLY can't know them if those others overtly state a contradicting intent, and act in all actions as if their stated intent is, in fact, the real one, not the one the accuser insists is there.
