It doesn't matter if all are, as long as they all have the power to be with no real consequence. Tomorrow every cop in your town could decide to personally fuck with you on a whim, and you'd have no recourse against that. History is littered with that in fact being the case not irregularly.

The Left thinks they are bastards for when they sometimes behave properly, but they behave improperly just as often. And you won't know which one you are going to have until its already upended or even ruined your life.
