I get what he's trying to do, but England isn't a Civic Nation. It's not a Propositional Nation. It simply isn't. The United States is, and that means it's a whole different ballgame in the US, but you can't just import American presumptions into European societies.

Ireland is not a civic nation. England is not a civic nation. Scotland is not a civic nation.

Great Britain / United Kingdom is a civic nation... because it's an imperial project that is currently ruling over England with an iron fist.
