I'm not sure why you're concluding that the phone call was faked. It's possible though. No one should assume that Israel always tells the truth. States lie when it is in their interests to lie. The difference between Israel and Hamas is that Israel has some institutions, like a parliament, free media, engaged citizenry and human rights orgs, which limit the ability of the government to freely lie without being caught.
