I really wish we had enemies capable of cognitive functions and reasoning than just 'follow the plan'

The fact that all that it would take to stop them is everyone on mass deciding not to obey and do their own thing like the UK or Moscow during lockdowns really makes me doubt the intelligence of humanity...
