Are the 'lonely young men' that are the target of these psyops/ads the purposeful creation of a project to make them this way so they are easier to recruit and manipulate, or is it just the military trying to make the best of a bad situation...?

People often think of the powers that be as one conglomerate of evil, competent people. But I think it's more a somewhat disconnected series of groups, where often the right hand doesn't know what the left is doing.
My guess is one subgroup of the deep state or government/intelligence intentionally ruined men, and now another group is making the best of a bad situation.
