Probably depends on what kind of lanklet we are dealing with. Just a regular skinny dude who is very tall probably ranks pretty high, while beanpoles who can barely keep a scrap of muscle on their bones fall down the list below the short muscle men. Which becomes a problem the higher you go, as few men have the genes to be Andre the Giant sized in both manners.
Though working against muscle guys is that women have no concept of what muscle actually is. So unless you build for that specific "looks" type of gains (aka abs and bicep size), it won't gain you as much as you think. Guys like Rogan don't fulfill that very well, even if they might actually have powerlifter strength.
