The vast majority of people have an account to keep track of people they want to watch videos from, comment or even join their membership programme. Unlike text and images or even short form videos on TikTok, video content is a time and money expense and most people don't do it. It doesn't mean anyone without videos to their account is a bot, NPC or troll. If anything, YouTube might be thankful for those accounts who don't upload videos because storage and bandwidth costs money that has to be paid for and video uses a lot of it.
