To ballot harvest like the democrats you need population density so you can see many people at once, and infrastructure to get people registered and enrolled for absentee ballots who don't want to vote. That takes time, energy and people.
You also need people to go door to door collecting these ballots A) from areas you know are favourable and will vote overwhelmingly blue. or B) dodgy enough that you can pay them "$5 per Democrat vote"give them a list of names of absentee ballots and addresses and let nature take it's course.
That wont work in rural Tennessee because the population density is so low, if you spend a day driving from address to address you might get 20 ballots because most people will be at work and the distances work against you.
There's just nothing corresponding to the "voter registration drive" booth outside a inner city liquor store that will benefit the Gop as much. Maybe a gun show? but you're going to get a lower % of people willing to give their address and register and you've still go the problem of having to physically pick them up.
