With those solutions off the table and the issue unresolved, people will inevitably start identifying more drastic solutions that the severity of the situation has made necessary. These solutions are less palatable and can therefor be squashed as "extremist" or whatever the moral cudgel of the day is. This effectively locks the trajectory of the disaster in with no escape hatch or off ramp. The disaster will proceed, your civilization will become a ruinous wasteland and you will not be allowed to talk about how you might prevent that from happening because to do so violates the decorum of polite society.
If you can't discuss solutions you can't enact them.
Then you get lone actors like Brenton Tarrant, because some people refuse to stand idly by and watch the disaster unfold without lifting a finger, and that gets used as an excuse to clamp down further on any discussion of potential solutions. It's a beautifully orchestrated feedback loop.
