Tupac's music is actually catchy. Even if you don't agree, it's obviously more complex than today's rap. Tupac himself was more charismatic than mumble rappers.
social media has taken away a lot of the mystique from jogger antics, but back then when few people had firsthand experience with their culture, street beefs took on a kind of urban Wild West romanticism.
rappers killing each other was a fresher trend at the time.

I keep coming back to the first point. You had to have something special or have special networking to be a household name before social media. People like the cash me outside girl took their 15 minutes and went home without making millions of dollars.
William Hung is a good example of a pre-IG meme. Dude became famous for bombing an American Idol audition, but his only opportunity to capitalize was music and unsurprisingly no one can regularly listen to terrible music even as a joke. So he ended up becoming a CSI analyst with the LAPD. If he broke out today then he'd be making tons of money doing covers on youtube and going on podcasts.
