Just a few days before the Conservative Party conference, the home secretary set out how she thought the global asylum system should be changed. The address was made to a US think tank as Ms Braverman visited Washington DC.
Similiarly, politicians care about one thing--growth. Growth makes their jobs easy. If your population is growing, your tax base is growing, your income is growing, you don't have to make many hard choices. It's a game of kick the can down the road.
