Yeah, it's a lefty metaphor. I know the episode, but this makes no sense.
I think you're trying to assume too much purpose and intelligence on the part of the lefty.
There is no message. It's simply intended to be meme-"funny" because it's a known cultural reference. The lefty probably just threw the two organization names into a meme generator and didn't care if it made a sensible point.
Maybe it was just a joke about the acronyms sounding like alien names
