I've been messing with Lbry/Odysee it seems it would be no problem to put files there. Since it's blockchain based and anyone can host it makes it hard to really cut everything off. I only wish they had a server node that would run on a Linux terminal, I'd gladly give up some of my VM space to host discarded mods. Although I think that based mods is doing similar so maybe I should check it out too.
Also think any such new site needs to also host non-controversial mods. Just to help pull people away from mainstream sites too.
That is the networking effect problem. If your mod is non-controversial wouldn't you want the most people to play it? And in that case you would put it on the subverted "mainstream" site and probably wouldn't bother with a lower traffic site, doubly so it you still believe corporate media that smears anything that isn't under gay commie control as nazi-racist-bigot-White supremacist.
The only people who would bother are the same ones you use other alt-tech already for and for the same reasons.
Obviously we have to start somewhere but doing all that work to only be seen by a few people can be demotivating.

You could just seed torrents for the mods, and people can find them on pirate bay or whatever.
