So let's recap after all the Ukraine posts Imp made today alone:

Replaced a competent defence minister with one that suggests they should retake Crimea
Is basically issuing a bounty out of Ukrainian men that are not in their country to use them as conscription fodder
Is now thinking of removing restrictions to add educated men to the front lines.

If anyone says they're winning, I have a bridge to sell you..
