I was talking more about the people, not the elites. The former are not self aware enough for that. They absolutely hate cops, even though you're correct that they want a federal thug force to control everyone. They're NPCs, they don't even see the contradiction. They can be authoritarians while still genuinely hating police, too. Because the programming doesn't need to make sense.
