I think they know that radical change will not be the best for them, they will slowly boil the frog by gradually moving to electric cars with driving assistance and self driving. Eventually they will no longer issue a drivers licences and those will have to buy self driving cars, when that step is done they will gradually move on to the centrally controlled hivemind of shared cars.
