If there are no consequences for the behavior then the behavior will continue. Communicate it to the herd that this shit doesn't fly and they'll start to enforce it themselves; We just have to establish it as a social norm for them to adhere to.

Why not make a community event out of her torture? Everyone can line up to stick hot needles into her for hours upon hours.
Because that's needlessly cruel and just cultivates more perniciousness within society. The goal is not to be mean spirited.
