Don't advise that, you end up with an EU situation where it's needless expense and bureaucracy.

You didn't ask me about part 2.

Part 2 is where the government can only be physically transported by politicians by hand. If the bureaucracy can't fit on your back, it has to be abolished.

This also kills the geriocracy.

make the US government have to exist on some type of mobile base whether that's an aircraft carrier, a massive train or you build the Avenger from Xcom 2.
