honest, if anthrax was dropped on DC and killed thousands of people, after the CIA is done wiping their hands off (because of course they'd be involved), the worst part would be the Homeland Military Act that would be passed by unanimous uniparty consent, to amp up DHS even more into normalizing the dystopian police state.
