Sowell wouldn't have been able to fix the problem, which is IQ. You're never going to get more than the tiny portion of high IQ blacks to proficiency. If they want to help these kids they need to teach them how to do a skilled job that pays well and doesn't require abstract thinking. They would also have to take back control of the border so the wages for those jobs stays reasonable.

Oh that stuff is definitely a factor. IQ is a ceiling, but the shitty public schools definitely keep them from reaching that ceiling.

Correct. They need jobs that they're capable of, and the culture that teaches them that an honest day's work is beneath them needs to change.
