They do that because the risk of getting raped and/or possibly murdered is worth the likely reward of getting free shit forever in the US.

"shoot on sight" would also obviously include "no more free shit for anybody but Americans (and also far less free shit for them as well)", which would change that risk/reward calculus, even for the morons.
