Here's some context: the Civil Air Patrol is the Air Force's civilian auxiliary. It's mostly made up of "middle-aged white men who are pilots" like the guy in the video says, along with retired Air Force personnel and kids in their cadet program.
My guess is that he's an Air Force officer assigned to serve as an advisor to Civil Air Patrol- the real Air Force doesn't take middle-aged men who already know how to fly, it takes young men and teaches them to fly. Even if you join the Air Force with a pilot license, they still send all their pilots to flight school.
I think he's trying to say, in an incredibly ham-fisted way, that the Civil Air Patrol needs to reach out to different demographics as well, which isn't necessarily wrong, as it's an unpaid volunteer force- the more volunteers they get, the better. However, its main appeal seems to be to older men who either couldn't join the military or have already retired, and they bring a wealth of experience, so it would be short-sighted to think that the organization holds the same appeal to random "stronk black woman". Turning away your core demographic is stupid, especially considering that there are other service auxiliaries they could go work for instead, such as the Coast Guard.
