That emerging sentiment and dehumanization is a byproduct of the failing to actually address the problem. All the institutions are so worried about being racially insensitive that they're actually creating the situation in which the masses begin the process of dehumanization of the other. It's a defense mechanism. All you had to do was enforce your borders and not let hordes of foreigners in. Now you've got a problem that will necessarily require the population to see said hordes as less than human if they are to have any hope of taking the actions necessary to correct the situation.
That's not a good place to be. This could have been avoided with a modicum of responsible behavior.
