There's probably equal responsibility among men and women for starting the wars, probably more on the side of men for ending them though as after fighting in it for long enough, you'll have a good chance to convince a group of men that it's pointless to continue and to come to terms.

Women, you got the grudge complex in you so it can be hard to not settle every war with a scorched earth campaign.
