Both wings of the uniparty want as few people as possible to vote, even if they claim otherwise. A smaller quorum is easier to manage (manipulate) through the media. The Democrats only target young liberals to vote. Republicans didn't have an equivalent base to "get out the vote" before Trump. Now they'd rather shove all those deplorables back into the non-voting closet and go back to max 30% turnout - unless its majority mail-in voting which allows them to get exactly the result they want.
